As North Korea's Deadline Approaches, South Pushes US for Progress

SEOUL - A senior adviser to South Korea's president expressed a broad range of frustrations at U.S. policy toward North Korea, saying Washington has not adequately empowered Seoul to play a mediating role with Pyongyang.

In an interview with VOA, Jeong Se-Hyun, who advises South Korean President Moon Jae-in on unification issues, also said the U.S. should offer more incentives to persuade North Korea to give up its nuclear weapons.

"Don't act as if you're offering a carrot while really you are using a stick," said Jeong. "North Korea must first be given carrots. Then if that doesn't work, you use a whip."

Jeong's comments come just ahead of North Korea's end-of-year deadline for the U.S. to offer more concessions in nuclear talks. The North has threatened to resume long-range missile or nuclear tests — steps which could upend two years of diplomacy.

William Gallo continues to surprise. The VOA bureau chief in Seoul has some insights into Korean politics and gets retweeted and promoted by some very well informed independent analysts of Korean affairs. I've been watching VOA Korea regularly for three years now, and I've never seen an interview of Jeong Se-Hyun on their Korean programs not once. Nor have I ever heard their broadcasts cite anything he had to say. Jeong Se-Hyun has been very critical of the US approach to North Korea since he heard Bolton was going to the Hanoi summit. He knew what was going to happen. He characterized Bolton as a General Custer like figure who kills Indians. Good for Mr. Gallo. His twitter feed is a lot different from the VOA Korea broadcasts.

Mr. Gallo, does the obligatory references to shortcomings of Moon Jae-in's policies as alleged by the South Korean right wing, which is invariably overstated by VOA, but I give him credit for publishing comments by Jeong Se-Hyun, one of the three wise men of South Korean foreign policy.
