What is Putin's stalemate?

“The terms of the President and Vice President shall end at noon on the 20th day of January and it’s illegal for a president who’s leaving office to continue serving after that date.”

We tend to think that Putin wants Trump elected so Trump will carry out policies that Putin will order. However, I feel Putin has a more destructive end game in sight. I believe the method will be causing the House to refuse to accept enough electoral votes to elect a president, then on January 20th, the Presidency will vacate and there will be no President of the United States. There will be no one to enforce the laws or direct the military. The USA will headless and dead in the water.
