I think he is like Trump thinking his bullying will scare others. He does not understand people see through him, although they ready themselves for him.

long history of pushing at the Swedes. Known for Russian subs in the waters between Sweden and Finland. Even went so far as to surface a Russian sub in Stockholm harbor!
