Maybe the previous owner kept it chained or tied to a tree or pole in his yard, and the little character strained so hard to get loose he eventually got damage to his little throat......
Such a cute sound, but I'll just bet he was abused by an indifferent owner before he was able to flee to freedom with some loving friends.
Glad he has a good home now, and you can tell it means everything to him.
