NY police force strip searched nearly everyone it arrested, DOJ says

MOUNT VERNON, N.Y. (AP) A suburban New York police department routinely violated residents civil rights, including making illegal arrests and using unnecessary strip and cavity searches, according to a new U.S. Department of Justice report.
The report on a pattern and practice of police misconduct at the department in Mount Vernon, just north of New York City, is one of 12 investigations opened by the DOJ into local policing agencies since 2021, including those sparked by the killings of George Floyd in Minneapolis and Breonna Taylor in Kentucky.
No single incident prompted the investigation into Mount Vernons approximately 160-officer force. But the illegal strip search in 2020 of two women, one age 65 and the other 75, were emblematic of the departments shortcomings, said the report, which was released Thursday.
Arrested on suspicion of buying drugs, officers searched the womens car, found nothing, and hauled them into a police station in handcuffs, the report said. Supervisors there approved a fully nude strip search by detectives who told them to bend over and cough.

Following a comprehensive investigation, the Justice Department announced today that the Mount Vernon, New York, Police Department (MVPD) engages in a pattern or practice of conduct that deprives people of rights secured by the U.S. Constitution and federal law.
Specifically, the Justice Department finds that MVPD:
Uses excessive force in numerous ways, including by unnecessarily escalating minor encounters and by overusing tasers and closed-fist strikes, particularly against individuals who have already been taken to the ground, are controlled by many officers or are already fully or partially restrained;
Conducted unlawful strip searches and body cavity searches of individuals until at least 2023; and
Makes arrests without probable cause.
The department also identified serious concerns with MVPDs practices regarding vehicle stops and evidence collection, as well as serious concerns that MVPD practices may result in discriminatory policing. Deficiencies in policies, training, supervision and accountability systems contribute to MVPDs unlawful practices.

(4,703 posts)It is a city right adjacent to the Bronx. African Americans represent almost 60% of the population and are probably the majority of the victims, so I wouldn't be surprised that these civil rights abuses are racially motivated.

(17,537 posts)I can see it now. Cops style reality shows where bodycams show male cops strip searching young female suspects on the side of the road as they arrest them for dui or other offenses.
It would make for great ratings.

(5,598 posts)Small (4 square miles) but has had a significant, diverse and talented population through the years. My mother went to school with Dick Clark (he never really changed much from his yearbook picture!). Art Carney, Ray and Gus Williams, Kenny Singleton, Heavy D, Denzel Washington, Susie Essman, Al Branca, Ossie Davis and Ruby Dee, Tina and Lonnie Sattin, and a ton of other theater and entertainment and sports folks. (Latest in one to make the news, unfortunately, was Diddy - another hometown guy).
I could walk less than 10 minutes from home and be at the end of the line of the subway in the Bronx.
The city has always been racially divided - the South Side was heavily black (we were the last white family on the block when we moved when I was between 6th and 7th grade). Growing up I had way more Black friends than white friends, and am still in touch with a few close friends from over 50 years ago. Large Italian and Jewish population, mostly on the North side. One high school. When I went there we had a graduating class of 900+, about 80% minority. Everyone mostly got along fine back then, but the police department has long had a reputation for going the long way around the law when they thought that they could get away with it.
Sad to see this happening.
