Does the RCMP's Firearms Internet Investigations Support Unit have something of a solution?
http://www.rcmp-grc.gc.ca/cfp-pcaf/rep-rap/2012-comm-rpt/cfplawenforcement-loipcaf-eng.htm

The Firearms Internet Investigations Support (FIIS) Unit provides a range of Internet support services, both in the firearm applicant screening process and directly to front-line police officers. The CFP FIIS gathers information from a variety of open sources and, when potentially criminal activities involving firearms are detected, the information is forwarded to the police of jurisdiction for further investigation.

In addition, the FIIS unit generated a number of files for police investigation and identified potential school firearm threats within Canada and within the United States.

I'm thinking 99% of the time it'll never make the press, certainly not at the national level.

The vast majority of recent mass shooters showed warning signs, but those who saw the signs ignored them or kicked the bucket down the road for someone else to deal with. I'm not sure because they feel it is too much work to deal with it, that no one will take them seriously if they try to do something, because they fear being sued by the potential shooter or a parent or because they feel that bringing up their concerns will be a reflection on them and the performance of their job.

is the end agency: police. Not that they should be pro forma excluded, but that school administrations and other organizations seem to be by-passed. Perhaps this is mute recognition that little would come from the by-passed agencies, leaving once again the task of resolving social ills with law enforcement.

BTW, I am not the only one noting that despite all the talk about "zero tolerance," the typical school system is a cover-your-ass responsibility-shifting machine.
