I'm still working on convincing my parents - they're in their 70's and think no one is going to vote for a self-described socialist, but they're not overly thrilled with Hillary.

Cambridge dictionary of idioms defines 'bring to heel' in this way:
bring somebody to heel- to force someone to obey you
It is of course a phrase taken from the training of dogs and thus not one I would personally use about any people.
