If we are going to play fantasy football with future politics, let's be realistic about it. No way in hell is Clinton asking Kissinger to join her cabinet. Even W. enlisted his aid in secret.
So, who will we see in a Clinton Cabinet? Since I'm from Texas, here are some great Texans to consider:
Julian Castro, of course. If not the VP pick, he will be somewhere well placed for a future run as POTUS.
Wendy Davis, who put on her running shoes and back brace in an attempt to protect reproductive rights in Texas.
If the GOP Senate makes good on its threat to stall any Obama SCOTUS appointments, maybe we can see HRC nominate Judge Vanessa Gilmore, from the federal court in Texas
Lon Burnam, recently lost his re-election bid to the Texas Legislature by a narrow margin in the primary. He's too liberal even for a safe Democratic district in Texas. He'd be great in Washington:

Yes, he gave a good speech at the '12 convention, but many politicians with good potential have melted under the national spotlight. Castro hasn't been tested.

ag--assuming Loretta Lynch is already on SCOTUS, maybe Gerry Goldstein or a younger partner from his firm. I would like to see a civil rights attorney in the job. David Almaraz also occurs.
