Anyone know why all the pledged delegates in Washington State haven't been allocated yet?

Washington State has 101 pledged delegates and 100% of the vote is in.

Bernie Sanders won 73% to 27%. However, only 34 delegates have been allocated. Bernie has won 25 of these and Hillary 9.

Why hasn't the remaining 67 delegates been allocated since 100% of the vote is in.

I'm assuming the final count will be Bernie 74 and Hillary 27. Is this correct? Each state has unique allocation rules I guess so I could be wrong.

It's my understanding the delegates actually get named/voted on at a later date, and that's why official count may only show ones that are already known/allocated. I've seen estimated counts that showed him at an estimated 1023 at this point?

Which in turn are allocated by split in each Legislative District. It can take awhile for each level jurisdiction to report numbers up the line.

The green papers provides estimates.

http://www.thegreenpapers.com/P16/WA-D

Scroll down page for table by LD and CD.

The total is 74 Sanders, 27 Hillary.

I don't know why other sources aren't reporting these estimates.

Official tallies won't actually be finalized until the LD, CD, and State conventions. This is true of every state. As the totals are finalized and made official, there may be a delegate here and there that gets reallocated.

Where you elect delegates to county conventions that than go to state conventions that elect the actual delegates that go to the national convention?

Green papers provides summary of process by state.

http://www.thegreenpapers.com/P16/

Whether based on primary, "presidential preference election," or caucus, states generally have several levels. For example, here in WA, delegates by legislative district are allocated based on precinct totals. Congressional district delegates are allocated based on legislative district totals. The final "official" numbers are determined at LD, CD, and State-level conventions.

You can click on each state in the Democratic side of table to see a summary of that state's process. Estimates for each level are also provided. A delegate here or there might get reallocated as things are made "official" at conventions.
