Yes, she actually did. Loads of it in the beginning. She fell into self parody post 2008

But in the beginning, yes, very charismatic.
She was a quiet governor, she turned down the "bridge to nowhere", and she opted to continue the pregnancy vs terminating after the Down Syndrome diagnosis. Her speeches were more folksy, with less word salad.
Then she went crazy over herself, started believing she was more important than she really was, and decided she was in it for the money. She learned that her popularity had brought more money into the campaign than McCain could have generated, and decided she wasn't leaving the national stage, even after being the second name on a failed ticket.
