The Individual States - Not The Political Parties - Decide What Kind of Primary Is Held

I am one who wishes all primaries were closed, but the fact is that wishing it so means nothing. The individual states decide what type of primary they will hold, not the political parties.

The only options available to the parties are to participate or not.
