I can't tell if he's going off teleprompter or not.

He gives such natural speeches and connects with his audience on a personal level.

His first SOTU in '93 he was supposed to use one and the thing broke, so he did it from memory. He's not trusted them since then.

It's mostly to remind him of his step by step talking points and then communicates those from the top of his head.
