In the United States, a person must be at least 35 to be President or Vice President, 30 to be a Senator, or 25 to be a Representative, as specified in the U.S. Constitution. Most states in the U.S. also have age requirements for the offices of Governor, State Senator, and State Representative.

The idea is that people haven't achieved gravitas, full stability and mental maturity until they have had a certain amount of real-life experience--the same reason enlightened societies don't treat kids like adults under law.
And your cut off age would have eliminated Washington, Adams, Jefferson, Madison, Monroe, J Q Adams, Jackson, W H Harrison, Taylor, Buchanan, A Johnson, B Harrison, Wilson, Harding, FDR (3/4 terms), Truman, Eisenhower, LBJ, Nixon, Ford, Reagan, and the first Bush.

Both would take a constitutional amendment. Not funny the direction you are going here. Your issue is that the field of people eligible is too large, not too small. There is something no progressive would ever want.
