I don't know the precise circumstances of this photo or this open van, but it looks like a peddler's van, selling all sorts of stuff - including flags of various styles, and by chance (or very bad taste) both the Trump flag and the American Nazi flag ended up on top. But there are other flags for sale immediately behind them.
