13. A couple reasons I think

Trying to make an excuse for the quote, regardless of how valid you think that excuse is, is a waste of time. It just leads down a long road fixating on those two words. Make it about what Clinton proposes today vs. Trump's love of stop and frisk and history of discrimination. A lot of people who care are more exhausted than anything. They want fixes regardless of what was said a couple decades ago.
