Obama dings Senate on judicial confirmations

President Barack Obama on Thursday renewed dozens of nominations for federal judges in the new Congress and scolded the Senate for not confirming them during the previous one.

“Today, I am re-nominating thirty-three highly qualified candidates for the federal bench, including many who could have and should have been confirmed before the Senate adjourned,” he said in a statement. “Several have been awaiting a vote for more than six months, even though they all enjoy bipartisan support.

"I continue to be grateful for their willingness to serve and remain confident that they will apply the law with the utmost impartiality and integrity. I urge the Senate to consider and confirm these nominees without delay, so all Americans can have equal and timely access to justice.”

... because recess appointments are not permanent.

Recess appointments would expire at the end of the congressional session - the nominees would have to be confirmed by The Senate in order for them to be permanent.

I doubt you'll find anyone that would give up their current job, at this level, in order to take a position that could turn out to be only temporary.
