If you are going to not let them vote then the Church needs to rid themselves of these people
And then you would see the true numbers od True Catholics and there would not be as many catholics as the church claims.

with talking points straight out of the Amurican Family Association:

Ouellet has become vocal in political debates at home, even testifying before a 2005 Canadian Senate committee studying legislation on same-sex marriage.

At the time, he urged lawmakers to block the bill and defended the role of religious people in participating in the debate.

While facing questions from senators, Ouellet said he feared that the adoption of Bill C-38 would inevitably lead to religious people being regarded as bigots and homophobes.

the pope could, theoretically, change the rules for the conclave to say something like anyone who publicly campaigns is ineligible to participate (like the rule about cardinals over 80 not being eligible, which has only been around since the 70s).

He could even remove the cardinal from his office if he wanted to.

Also, it's not like campaigning has never happened before. It isn't going to be done in an obvious or very public way, but of course it happens.
