This week, the Department of Justice published new standards addressing the epidemic of rape and sexual abuse in our nations prisons. The guidelines, which apply immediately to federal prisons and give financial incentives for states to comply, are a laudable, widely praised, and long overdue step in combating rape in the United States.

In popular culture, said a summary of the rules issued on Thursday, prison rape is often the subject of jokes; in public discourse, it has been at times dismissed by some as an inevitable or even deserved consequence of criminality. But sexual abuse is never a laughing matter, nor is it punishment for a crime. Rather, it is a crime, and it is no more tolerable when its victims have committed crimes of their own.
Many on even these liberal boards still seem to need to learn this, even if we have been moderately successful in shaming them enough to claim that they are not "promoting" sexual violence as punishment (they used to do so openly, and laugh about it), but only "describing what happens," etc.
