What is the DNC "criteria for participation" in the debates?

On May 5, 2015, a DNC press release set the number of debate at 6.

http://www.democrats.org/post/dnc-to-sanction-six-presidential-primary-debates

The last line of the release said:

Additional details regarding debate partners, cities, dates, logistics, additional host states, and criteria for participation will be released at a later date.

In July, DWS said “It’ll be a threshold that’ll be expansive and allows for the maximum inclusion of our major party candidates," bu that the DNC hasn’t “quite finished formulating the details” for the debates.

Has the criteria for participation been released? If so, what is the criteria?

O'Malley was suckered into agreeing to only 6 debates, because DNC "lied"
to him about the exclusionary rule, that disallows ANY other non-DNC debates.

Participants should be prepared to debate questions like:
"How big a tax break should we give to Wall Street?"
and:
"How much should Social Security be cut?"
If there is time remaining, the bonus Q for debate:
"Public Employee Unions...sponsored by Satan or Hitler?"

I know that Webb and Chafee are polling pretty low, but with only five candidates it shouldn't be a problem (even six if Biden jumps in).

still trying to determine the criteria. It should be as easy as you say. And maybe it will be. I'd just like to see the press release or something to confirm it.
