OK, really dumb/obvious question here:

Why does the DNC have total control over separate campaign's voter data? I can understand the DNC controlling it once the primaries or election is over, but why isn't it up to the different camps to electronically manage their own data?

Campaigns are not obligated to use it. They can use another third party service. My guess is that the accuracy and history is better with the DNC version than third parties. It's probably also cheaper.
