I believe at this point it is a legitimate question to ask.

The opponent does not have to concede for a victory to occur.

Mitt certainly strikes me as more than capable of that kind of petty snub.

But Obama's going to win at least 300 EVs. It's not going to be close. Even if he never goes on TV and faces the nation to admit defeat, he's still going to have lost, and short of attempting a coup, there's nothing he can do about it.
