Secret Service is authorized to provide protection to major presidential and vice presidential candidates at the direction of the DHS Secretary, after consultation with the the Congressional Advisory Committee, which includes the Speaker of the House, House Minority Leader, Senate Majority Leader, Senate Minority Leader, and one additional member selected by the others

Candidates must:

1. Be publicly announced
2. Have some degree of prominence as shown by opinion polls
3. Be actively campaigning and entered in at least 10 state primaries
4. Be seeking the nomination of a qualified party
5. Have qualified for matching funds in the amount of at least $100,000
6. Have received contributions totaling $10 million

18 U.S.C. 3056(a)(7)

Protection is usually not provided for candidates until 120 before the election, however, some candidates are given protection earlier if circumstances warrant. For example, given the unprecedented number of threats, Barack Obama received protection almost from the time he entered the race.
