The Constitution gives Congress, and only Congress, the power to declare war. But Congress has surrendered that power to the president. So now any president, D or R, can engage in warfare for pretty much any reason.

All it takes is some weak, cowardly resolution from Congress. And sometimes not even that.

Korea, Vietnam, the Gulf War, Afghanistan, Iraq...and so many mini-wars as well.

Congress, take back your power! No US troops fighting anywhere without a declaration of war from Congress.
