The FBI is launching its own investigation into the shooting this week of Andy Lopez, the 13-year-old Santa Rosa boy killed by a Sonoma County sheriffs deputy who mistook the BB gun Lopez was holding for an assault rifle.
FBI officials notified command staff for Sheriff Steve Freitas and Santa Rosa Police Chief Tom Schwedhelm of the move Friday.
The federal inquiry is separate from the investigation led by Santa Rosa police into the deputy-involved shooting.
Were going to look into the facts of that, said Peter Lee, a public affairs specialist with the bureau. Its a civil rights-type of case.

Then when the kid is down on the ground walk over and shoot him again - repeatedly 6 times
He says by that time Lopez was already on the ground.
"Then the cops went at it again and unloaded like 6 to 7 shots, said Oliver.
When asked if he meant that the deputy shot Lopez while he was on the ground, Oliver said, "Yeah. Exactly what I saw."
Authorities haven't responded to that statement.

A Northern California community is anguished over the fatal police shooting of a popular, 13-year-old boy who had been carrying a pellet gun that looked like an assault rifle.

Some community members wondered whether the deputies acted appropriately when they decided to fire on such a young person.
"I'm sure you can tell he's a 13-year-old boy," Abrey Martin told KGO-TV. "He's not some maniac."
Andy, an eighth-grade student who played trumpet in his school band, was described as a bright and popular student, liked by many in his community, including Lawrence Cook Middle School assistant principal Linsey Gannon.

BART workers on Strike - Management kills 2 rail workers
BART workers are striking because management is trying to force work rules on them to allow untrained management to drive trains

Two workers were struck and killed by a BART train Saturday afternoon near the Walnut Creek station, despite a strike that has idled passenger service since Friday.
The two workers, a transit district employee and a contractor whose names weren't immediately released, died at the scene after they were hit by an eastbound four-car train at about 1:40 p.m. on the elevated tracks near Jones Road and Pimlico Drive, north of the Walnut Creek BART station.

Safety during train operations has been a point of contention between BART and its unions, especially when it was suggested that the transit agency was training management workers so that they could be certified to run passenger trains if the strike lingered on.
While BART said a number of managers, most of them former train operators, already were licensed to run the trains for needed maintenance and repair work, the unions said those operators did not have the current experience needed for safe passenger runs.

Taped Radio conversations indicates the dispatcher and management failed to comply with Safety Protocal
A technician on the train is asked to check for bodies and he reports the first one on the trackway. A "second victim" is then reported 50 yards away on Track C-1.
The male train operator reports that "both are deceased and definitely BART employees."
On another recording, a woman can be heard announcing that "There are no personnel wayside (adjacent to the tracks)."
Within five seconds, a second voice can be heard contradicting that report: "Attention all personnel: We do have personnel wayside between C-40 and C-50 on the C1 and C2 tracks."
Central BART communication officers are among the workers currently on strike. It was unclear who was operating the dispatch center while trains were moving.

In the Real World of Work and Wages, Trickle-Down Theories Don’t Hold Up
If economic theory is unkind to trickle-down proponents, the lessons of experience are downright brutal. If lower real wages induce people to work shorter hours, then the opposite should be true when real wages increase. According to trickle-down theory, then, the cumulative effect of the last centurys sharp rise in real wages should have been a significant increase in hours worked. In fact, however, the workweek is much shorter now than in 1900.
Trickle-down theory also predicts shorter workweeks in countries with lower real after-tax pay rates. Yet here, too, the numbers tell a different story. For example, even though chief executives in Japan earn less than one-fifth what their American counterparts do and face substantially higher marginal tax rates, Japanese executives do not log shorter hours.
Trickle-down theory also predicts a positive correlation between inequality and economic growth, the idea being that income disparities strengthen motivation to get ahead. Yet when researchers track the data within individual countries over time, they find a negative correlation. In the decades immediately after World War II, for example, income inequality was low by historical standards, yet growth rates in most industrial countries were extremely high. In contrast, growth rates have been only about half as large in the years since 1973, a period in which inequality has been steadily rising.
The same pattern has been observed in cross-national data. For example, using data from the World Bank and the Organization for Economic Co-operation and Development for a sample of 65 industrial nations, the economists Alberto Alesina and Dani Rodrick found lower growth rates in countries where higher shares of national income went to the top 5 percent and the top 20 percent of earners. In contrast, larger shares for poor and middle-income groups were associated with higher growth rates. Again and again, the observed pattern is the opposite of the one predicted by trickle-down theory.
