while right-wing totalitarianism has ACTUALLY creeped up on us in right-wing/Republican-dominated states.

though he may as well have. The next Republican "Obamacare-Replacement Unit" will come and go just like every scheduled apocalypse. If they haven't come up with an alternative to ACA in five years, how are they going to come up with something substantive in another 3 months? And, just for the sake of argument, their teabagger minions (and probably a majority of their "crazy caucus" in the House) probably wouldn't support anything that Ryan, et. al come up with because they don't care about people having health care unless they're independently wealthy (or on old-age single payer government healthcare), so it's safe to say that there will be no alternative forthcoming.

Republicans seem dumbfounded
that he didn't roll over and play dead (like a lot of would-be Democratic voters in the midterm) and just start signing all of the Republicans crazy c**p. They also didn't count on Democrats stopping up the drain with filibusters preventing most of their crazy c**p to get through to the President like they did during the previous 6 years.
Why
is that we can't seem to see the last of some of these horrible disgraced retread GOPers like Newt, Sarah Palin, Dick Cheney, Mitt Romney et. al. Meanwhile, we hear next to nothing from good solid Democrats like Al Gore, Bill Clinton (not much), et. al? Do none of them have anything worthwhile to say nowadays or is it just that the media just cares more about what the aforementioned Republicans have to say? It seems like when the Republicans are in power, the media just covers them but then whenever the Democrats are in power, they still just want to hear what the "loyal opposition" has to say.
There was one GOPer who had the best summation of how GOP Congressional control has gone so far
and it's only getting worse. Not only could they not get their act together to fund DHS(!), which really should've been a no-brainer but now they're stepping right into another rape discussion by refusing to pass a human trafficking bill that commands bipartisan support over an anti-choice rider (because, let's face it, sex slaves clearly had lots of "choice" about being sex slaves) and they're once again going to harm themselves with minorities as well by holding up Lynch's confirmation until the human trafficking bill is passed with the anti-choice rider.

As somebody who works in the Child Welfare system
I find the concept of "re-homing" and the potential consequences apalling. I think that we need to strengthen laws (perhaps even push for a federal law) that prohibits this kind of unregulated practice. I get that some children whom come out of the foster care system are not easy to deal with and some might be so damaged that it may be incredibly difficult for them to lead safe and stable lives, however there needs to be some more support for families dealing with troubled adoptive children and, in the event a family comes to the point of feeling like they can no longer care for an adoptive child, there needs to be some kind of way for the system to safely step back in a re-assume supervision and care of them. An unregulated and underground "system" of farming troubled adoptive children out to new homes leaves the door wide open for them to be abused/neglected/exploited like the terrible case in Arkansas has shown- which will hopefully shine some light on this problem (though this isn't the first time the news media has covered this).
Here is another question to consider:
What is Bernie Sanders or Elizabeth Warren going to get done if Bonehead and Turtle are still in charge of Congress? Any Democrat we get elected will be fine with me as there is roughly six degrees of separation among all of them and they are all miles apart from any Republican we know (or think) is running in 2016. I think that we need to invest more energy and resources in electing a Congress favorable to/capable of enacting progressive policies. As far as people dragging themselves to the polls, I think that many people will be excited about being able to vote for a very capable and respected Democratic woman for POTUS. Asking this question always smacks of this idea that politicians need to dangle shiny things in front of the public to get them to vote for them. I don't think that it's quite like that. For me, I'm voting my best interests and my best interests (no, I'm not part of the 1%) are going to be best represented by a Democrat and if there is anybody able and willing to fight the Republicans/Right-Wingers and has the broad appeal to win it's Hillary.
Bonehead probably doesn't care
He needs to keep his "base" happy to keep his job even though he is totally incompetent at running the House, largely because of this "rule".
Did he ever have a sit-down with Boehner to explain this to him?
Forget democracy-building in the ME. Maybe we need to work on restoring/rebuilding democracy here in the US?
