Shots Fired on Amsterdam-to-Paris Train, Three Injured: Police

A gunman opened fire on a train traveling from Amsterdam to Paris on Friday afternoon, wounding at least three people before he was apprehended, police officials told NBC News.

It happened near Arras, France, 115 miles north of Paris.

"The situation is under control. The travelers are safe," the company that operates the train, Thalys, tweeted in French. "The train stopped and the emergency services are on site."

Two of the victims were in serious condition, French President François Hollande said in a statement.

Man who killed teen robber in Summit Ave. park won't be charged

The man who shot and killed a 16-year-old boy who tried to rob him at gunpoint in St. Paul will not be charged, prosecutors said.

The Ramsey County attorney's office said Wednesday that it was declining to charge the man, whose name has not been made public.

Lavauntai Broadbent of West St. Paul was fatally shot July 31, ending an apparent robbery spree for the teen and several friends.

In declining to charge the man for fatally shooting Broadbent, the county attorney's office said it "has concluded that no criminal charges are appropriate regarding Broadbent's death as the use of deadly force was legally justified."

Jeb Bush leaves door open for use of torture by government

DAVENPORT, Iowa (AP) — Republican presidential candidate Jeb Bush on Thursday declined to rule out resuming the use of torture under some circumstances by the U.S. government.

"I don't want to make a definitive, blanket kind of statement," Bush told an audience of Iowa Republicans, when asked whether he would keep in place or repeal President Barack Obama's executive order banning so-called enhanced interrogation techniques by the CIA.

"When you are president your words matter," he said.

The former Florida governor said that in general, he believes torture is inappropriate, and that he was glad his brother, former President George W. Bush, largely ended the CIA's use of the techniques before he left office. The CIA used waterboarding, slapping, nudity, sleep deprivation, humiliation and other methods to coerce al-Qaida detainees — methods the military would be prohibited from using on prisoners of war.

Prosecutors charge 4 friends of teen killed in St. Paul robbery attempt
Before dawn Friday, Lavauntai Broadbent, 16, robbed a man at gunpoint in St. Paul and got away in a stolen car. After nightfall, he was at it again. This time, his target pointed a gun right back.

The man fatally shot Broadbent, of West St. Paul. He told police he feared Broadbent would kill him and the woman he was with, and said he had obtained his permit to carry a gun for his protection after he had recently been assaulted while walking home from a grocery store.

On Wednesday, the Ramsey County attorney's office charged four teens who had been with Broadbent on Friday, and spelled out more details about what they say happened that day.

(CNN)The man who was killed Wednesday by Nashville police after he allegedly went after moviegoers with a hatchet and pepper spray had been committed to a mental institution four times, police spokesman Don Aaron told reporters.

Vincente David Montano was committed twice in 2004 and twice in 2007, said Aaron, citing officials in Rutherford County.

Montano also had an airsoft pistol, police said in a tweet that showed a gun recovered at the scene. Such a weapon can fire plastic or BB pellets.

3 arrested, teen fatally shot by victim in attempted robbery

ST. PAUL, Minn. - Three juveniles were arrested in connection with a robbery that left a fourth teen dead, after one of the victims pulled out a gun and fired.

St. Paul Police say the four teens attempted to rob two adults near Summit Avenue and Mississippi River Boulevard around 10:30 p.m. on Friday.

Investigators say one of the teens approached the two people while wearing a mask and gloves, holding a handgun. That's when one of the victims pulled out their gun and shot the suspect.

Police say the victim immediately called 911 and rendered first aid while the three other suspects fled the scene. The victim has a valid conceal and carry permit, according to authorities.
