Welcome back to Pennsylvania, President Biden!
Biden to use Labor Day to appeal to two key 2024 constituencies
Pittsburgh Post-Gazette link: https://www.post-gazette.com/news/politics-state/2023/09/01/biden-2024-election-labor-day/stories/202309010092
WASHINGTON President Joe Biden will spend Labor Day with two constituencies crucial to his 2024 re-election chances union workers and Pennsylvanians. The president is scheduled to mark the holiday on Monday in Philadelphia, the White House announced.
Thats a city that has seen a lot of Mr. Biden, who is seeking a second term. This will be Mr. Bidens seventh trip to the City of Brotherly Love this year, including holding a campaign rally there in June with union members and touring the Philadelphia shipyard in July.
And Vice President Kamala Harris used Philadelphia as the backdrop last month to announce steps designed to increase pay for 1 million construction workers.
It makes sense that the president would spend time in Pennsylvania with a core constituency like labor, who hes generally been popular with, said Mike Soliman, a New Jersey-based Democratic consultant. The fact is Pennsylvania is an incredibly important state to his re-election prospects.

School vouchers are back up for debate in Pa.
Inquirer link: https://www.inquirer.com/politics/pennsylvania/pa-senate-passed-school-vouchers-bill-20230830.html
HARRISBURG Private-school vouchers are back on the table in Pennsylvania. The GOP-controlled Senate on Wednesday again approved a $100 million initiative this time in a 28-19 vote that would allow some students in Pennsylvanias poorest districts to attend private schools. The move comes less than a month since Gov. Josh Shapiro vetoed the same proposal, one he helped develop.
In addition, the Republican-led Senate cut a number of Democratic priorities from the states spending plan, including tens of millions of dollars in supplementary funding for the poorest school districts and money to continue a popular home-repair assistance program.
Shapiro, a Democrat, led the state through a monthlong state budget impasse after negotiations broke down between him, Senate Republicans, and House Democrats over school vouchers. He created the program with Senate Republicans but soon realized he could not garner enough support among House Democrats who hold a one-seat majority in the chamber.
The state Senate returned Wednesday for an unusual August session day to pass two code bills, which contain the legislative language that allows the state to actually spend about $1.1 billion of the money legislators allocated in the $45.5 billion budget bill signed into law earlier this month.

Pa. is one step closer to having an earlier 2024 presidential primary election
Pittsburgh Post-Gazette link: https://www.post-gazette.com/news/politics-state/2023/08/30/pa-2024-presidential-primary-date-state-senate-committee/stories/202308300108
A state Senate committee on Wednesday unanimously voted to move Pennsylvanias 2024 presidential primary election earlier to March 19, but the panels word may not be the last on the subject.
The State Government Committee approved a measure sponsored by Sen. Dave Argall, R-Schuylkill, to move the primary to the third Tuesday of March. Thats two weeks after a large number of states will hold primaries on the first Tuesday of the month, dubbed Super Tuesday.
As the nations most populous battleground state, Pennsylvania already receives a disproportionate amount of attention in the general election. But its late April primary date often makes the Keystone State an afterthought in presidential primaries, as the eventual frontrunners have all but wrapped up their nominations by then.
An earlier date would make Pennsylvania a player in both the primary and general elections. There seems to be a genuine bipartisan desire to give Pennsylvania voters more of a say in a presidential primary, Mr. Argall said.

Just to be clear - the city operates this "courtesy tow" but it's not for impounding scofflaws or even for cars parked in the wrong spot. Legally and correctly parked cars have been moved without notifying the owners, and subsequently lost. The vehicle owners have been subjected to large fines and other costs, due to the negligence of the city.
It doesn't need to happen this way, and the City of Philadelphia needs to stop it immediately.
That's the reason for the class action lawsuit.
Philly officials refuse to fix "courtesy-tow" problem as class-action lawsuits proceed
Philadelphia Inquirer link: https://archive.ph/PjhpJ (this is a no paywall link)
How many cars must go missing before Philadelphia officials decide to fix the citys longtime courtesy tow problem? Apparently, the threshold has not been met.
Ten new victims including two drivers who never found their cars have joined a pair of potential class-action lawsuits targeting the citys dysfunctional system for relocating vehicles due to roadwork, construction, and special events.
But city lawyers have responded in court filings by arguing that the problem is someone elses fault. [T]hey do not claim an injury that is fairly traceable to the City, Anne Taylor, chief deputy city solicitor, wrote of the plaintiffs. Last week, a federal judge rejected the citys motions to have the lawsuits tossed and ordered the parties to engage in mediation.
This is a huge problem and we really want to see some actual change come of this, said Aarthi Manohar, a lawyer representing 17 plaintiffs in the two cases. They are seeking class-action status on behalf of potentially thousands of victims.

Gov. Shapiro refuses to intervene on Pa. police officer data disclosure
Spotlight PA link: https://www.spotlightpa.org/news/2023/08/pennsylvania-police-officer-data-denied/
HARRISBURG Pennsylvania will not release a state-maintained database of certified police officers, even after a national coalition of newsrooms asked Gov. Josh Shapiro to intervene. The newsrooms, including Spotlight PA, sent a letter on July 14 asking for the Democratic governor to assist with accessing public information about police officers that Pennsylvania State Police maintain.
- snip -
Shapiros office, in a response this week, declined to step in. For law enforcement officers under his jurisdiction, Governor Shapiro continues to make this data available to the public in a responsible way that does not compromise trooper safety which is our utmost priority, said Will Simons, Shapiros communications director.
However, the Pennsylvania State Police is not responsible for the administration of the other 1,300 law enforcement agencies in Pennsylvania and has no way of knowing which officers from those agencies are putting their lives on the line in dangerous undercover or covert operations, Simons said.
The letter comes after Pennsylvania State Police denied the newsrooms request under the Right-to-Know Law to release the data earlier this year. The database is maintained by the Municipal Police Officers Education and Training Commission, an internal State Police body that certifies local police officers. The information contained in the data, such as name, rank, and employment history, is public.

Pa. Republicans slowly are learning to embrace mail-in ballots
Pittsburgh Post-Gazette link: https://www.post-gazette.com/news/politics-state/2023/08/26/pennsylvania-republicans-vote-by-mail-2024-election/stories/202308240133
WASHINGTON Sam DeMarco, chairman of the Allegheny County Republican Committee, says hes had to knock down countless wackadoodle conspiracy theories over the past few elections. Many of the concerns and questions have been tied to voting by mail largely fueled by former President Donald Trumps false claims of widespread election fraud in 2020. That did the GOP no favors, Mr. DeMarco said.
But as 2024 approaches, the GOP is trying to turn the corner on mail-in voting. For almost a year after Pennsylvania Democrats dominated absentee ballot totals in races for senator, governor and the White House a rising number of Republican leaders have been educating voters on options and hammering home how Democrats have used early voting to gain an edge in the state, a pivotal battleground poised to draw heightened attention and record campaign spending.
Its not where Id like it to be, but were making progress, said Mr. DeMarco, who has served on Allegheny Countys board of elections. Were pushing it, and many of our committees are sending out letters and contacting low- and mid-propensity Republicans to try to get out the vote.
Mr. DeMarco suggested the GOP may have to get tired of losing before fully buying into mail-in voting. A Republican-led state legislature initially supported the practice in 2019 before later joining Mr. Trump and allies who railed against it and unsuccessfully challenged it in court.

Bodies and flight recorders recovered at Wagner boss Prigozhin's jet crash site
BBC link: https://www.bbc.com/news/world-europe-66620124
Russia says 10 bodies and flight recorders have been recovered from the scene of a jet crash presumed to have killed Wagner chief Yevgeny Prigozhin. "Molecular-genetic tests are now being carried out," investigators say.
The plane crashed near Moscow on Wednesday, prompting speculation that a bomb or a missile was to blame. Claims that the Kremlin gave an order to kill Prigozhin were a "complete lie", Russian President Vladimir Putin's spokesman told the BBC earlier. Prigozhin - once a Putin loyalist - led an aborted armed revolt by his mercenary fighters in June.
Mr Putin at the time described the mutiny as "treachery", but a deal was later struck for Wagner mercenaries to either join Russia's regular army or go to Belarus - Moscow's ally. Even so, in the wake of the rebellion, many observers described Prigozhin, 62, as a "dead man walking", arguing that the Russian president would never forgive the Wagner boss.
During Friday's conference call with journalists, Kremlin spokesman Dmitry Peskov told the BBC there was "lots of speculation" around the "tragic" deaths of all 10 people in Wednesday's air crash in the Tver region, north-west of the Russian capital. Prigozhin and his right-hand man Dmitry Utkin, as well as five other passengers and three crew members, were on board of the Embraer Legacy 600 jet, according to the passenger list.
