He gets to play the chaos card, the blame Congress card (he will first blame D's, and hold his blame R's card if things go south), the impoverished military card, the protect our borders card, and the victim of the media card. Oh, and the endangering the economy card.

An impressive play to the base, and a handshake to potential supporters.
