Id slightly argue with your assertion as well. The Milgram experiments support the idea that all humans react similarly to instruction and information not just 1930s Germany but also 1950s Americans. An inference is that the main cause of 1930s Germany was not bad people but good propaganda.
Thats why propaganda is so scary and why we must change the GOP propaganda machine.
