20. Fire codes require proper means of egress....

in case of emergency - fire, mass panic, etc. The quantity and location of emergency exits are dictated by code. They must be maintained and must never be restricted or blocked.

The church cannot violate the fire codes, or else they can be shut down by the fire martial.....
