But I prefer to take a very conservative approach to all these shenanigans. If Peter Rodino's House committee thought Nixon's actions back in 1974 qualified as something impeachable, then analogous activities by McDonald should get the same consideration. If some stooge wants to argue that McDonald didn't do anything bad, I can refer them to the articles of impeachment Rodino's committee ratified.

I don't think he can limit travel expenses. He has no jurisdiction over Congress budget. nt

He can limit the use of *military* aircraft as CinC, but I don't see how he can restrict

He has no authority to restrict covering travel expenses. That is the role of Congress.
