The NAZI party in the 1920's used all of the legislative tricks at their disposal to prevent the Weimar Republic from doing anything. They blocked legislation, they stayed away to prevent quorums, etc. So, the President of the Republic was forced to operate on Executive orders (or the equivalent) to get anything done. Then NAZI's ran on the whole "government doesn't work, you need us" platform.

Sound familiar?
