therefore he's still working within the aegis of that body, part of the Executive Branch. If I'm incorrect, please let me know. He was appointed the Special Prosecutor, not the Independent Prosecutor, which was done away at some point after Nixon resigned. I'm thinking it was scuttled during W's time in office, but I'm probably wrong about that.

Mueller would be necessarily restrained from speaking outright, but he has definitely agreed to come before a Congressional hearing. Again, though, I'm thinking he would be limited in what he could say. It would be better to let him finish his work - if Barr will even let that continue in reality - and then exit the position, where he might be more forthcoming. Frankly, at this point I don't know what to think. Mueller as been a stoic "company man" his entire career. He's the kind of man who abides by the chain of command theory, and he may not ever be forthcoming about what he believes he uncovered, and similarly, his individual investigators may be quelled by DOJ rules from speaking much more than what we were hearing in the last couple of weeks.
