ND was an event created to distract or otherwise manipulate public opinion, if I were the fire detectives I doubt I would ever call it anything but an accident. It would probably be a mistake to tell the public someone succeeded in their evil plan, and doing so could potentially lead other twisted individuals to launch similar attacks.
(Not that it matters, but I walked through the Reichstag in 1975.)
