So as to give Congress maximum power in dealing with Trump's obstruction.

The timing of the floor vote should be strategic, depending on what the inquiry reveals, and how it impacts public sentiment.

My hope is Pelosi would bring impeachment to a floor vote in late fall, triggering a senate trial in early 2020, but mid-2020 could also work nicely, after the conventions. Wonder if Weld, Kasich, etc. would get a boost in the primaries depending on the timing of the trial.
