The average person does not have a badge and gun with the expectation that their commands be obeyed. Even good cops can have a bad incident if they get frustrated and don't remain calm, but I would bet that the bad one had a long pattern of bad behavior that said that they were wrong for police work to begin with.
When some police departments try to address issues, the police unions go nuts. So bad cops skate until they wrongfully assault, injure or kill someone.
