O'Connor retired in January after hiring three and retaining one from the prior year.
It may signal that... but that's just to avoid the clerk taking the prestigious job and then being left out in the cold. In the past, other justices have just taken on the orphans.
In this case, one of them was shared with Stevens and one with Alito... one shifted over to Ginsburg and the last shifted to Gorsuch. Plus they retain one in retirement.
