Being arrested would have allowed them to feign victimhood. As it went, they appeared as a cluster of ass-clowns.

Part of who they are playing to, as you noted, is the current republican base. And they are base, though in the sense of adjective, rather than noun or verb. Hence the theater that encourages this type of base behavior among republican cluster gangs.
