Trump thinks ALL money is his or should be his. I have no doubt he thinks of the US Treasury as his. Notice how any time there is a big sudden expenditure, such as hurricane relief he is crying and moaning how big it is and how unexpected it was. That is how you act when you find out your country club is sitting on a sink hole, not when the government money you are the fiduciary for is getting hit. So O go with 1 and 2 and some way or another his thieving of government money for his own purposes or for funneling it off as payments to Russia. Putin would NOW know about that as well.
