17. The DOW is all he cares about.

He is not cunning. And he doesn't have a strategy. He's reactive, and he's in over his head. Whatever is going on, he reacts and tries to spin it in his favor. If it's good news, he takes credit. If it's bad news, he places blame, or he lies and says everything is fine. All his life his family's money and influence has gotten the Con out of the trouble his mouth and incompetence have gotten him in. Now he's in way over his head and surrounded by ass-sucking incompetents just like him. He thinks by under reporting the number of cases will keep the DOW up.
