The 14 day figure is how long it takes for the virus to run its course and for the infected person to stop “shedding” the virus. So, yes, they can be asymptomatic and contagious, but if they are going to have symptoms, they should show after a 4-5 day incubation period.

That’s why there is a 14 day quarantine/self isolation period- it wouldn’t make sense for someone to isolate for 14 days, and then have symptoms arise once their quarantine ended- if that was true, the Quarantines would be closer to 30 days I would think.
