9. Iowa as the test case -- Reynolds was just re-elected

Iowa can be the Republican test case for goevrnors doing this -- which is of course the whole strategy for Republican election plans.

1. Take the huge gamble that the economy bounces back because more people were asymptomatic carriers. If the economy bounces back and millions don't die. They win the elections.
2. If a bunch of workers die, they will blame it on the governor's who did not follow Trump's 3 step plan (of course he told these governors to ignore it). Trump hopes that down ballot and state races get slaughtered but that it will somehow not stick to him.
3. Reynolds is a perfect patsy for this since she has the longest time between now and when she needs to run again. Her loyalty will either be rewarded (see Terry Branstad) or this ends up as political suicide and she ends up on Fox News or living on her state pension for the rest of her life.

The bottom line --- this was the plan all along.
