Among other things, Breitbart actually created content, sickening mendacious content, but content it was. Drudge Report is just an aggregator that sticks new headlines on stories from other places, so while you can always 'cite' Drudge as where you found it, there are very few words actually written by Matt Drudge, so he's never been 'quoted' much at all.
