Watergate, Iran-Contra and Ken Starr were all Independent Proseutors, unlike Mueller. The IP law has expired, and would need to be renewed by congress and signed by Biden. IP’s have more autonomy and broader authority than Special Counsels. That’s why Ken Starr started with Whitewater, but expanded his investigation when the Lewinsky matter was discovered.
