My 2019 tax return (filed in April!) still hasn't been processed for some reason, so there's no "AGI" to tell that I'm eligible.
I'm not sure, but I read somewhere that if you don't get the check, you can claim that amount as a credit on your tax return to be filed by April, and it will come as an addition to your refund. So tell her to try that-- file the return early.
