Humans will eat other humans if left unchecked. There is no hard-wired limit, that usually comes from society.

When society is dominated by moron leaders, or the people are psychotic cultists, civilization breaks down. The leadership is too dumb or too lazy to lead to excellence, so they choose the easy way out—decline.
