And was not officially released guidance that goes through many layers of review before being put out to the public. I am not saying your example was not disturbing and needed to be clarified, which it was.
As for the vaccine not 100% keeping someone from catching COVID-19, that is well known and documented. It does seem to greatly reduce the chances of catching it AND lessen the severity of the disease. Thus the CDC made the guidance it did in keeping wit the science.
If you want to wear a mask no one is stoping you.

It's situational. Currently my grocery store ask that I wear a mask. So I do.
