48. Don't you need a passport now for Canada or Mexico? Most teens/young people won't have those.

Their only option would be to drive to another state where it's legal, and how do you just vanish for a couple of days or more if you have parents, school, work etc?

Canada of course is an option for those with a passport and the financial means to travel that far, but also it takes time to book air passage and that means delaying until even later.
