The divisions in this country are not defined by state lines; entire states will not get together to form a government and an army and try to secede. I can imagine targeted assassinations and small outbreaks of armed attacks on government properties and officials, more along the lines of the Troubles in Northern Ireland, but not a civil war as in 1860-64.
