Some of them strike me as far more valuable in place where they are, senate seats we definitely can't afford to lose and where there is no guarantee another democrat with less name recognition or appeal might retain the seat, for example. Or a governor in a red state or swing state that can do a whole lot of good there. Others I am remembering from the 2020 primaries where they never could rise out of the pack of 20.

I think we are still way too far out from 2028 for predictions to hold any weight. I have my favorites but my favorites in 2023 may not matter 5 years from now.
